A Clear Path Forward to Build Back Better
Building a Transformational Agenda
House Democrats are on a path towards enacting President Biden's visionary agenda with the Build Back Better Act: which delivers once-in-a-generation action to bring down the everyday costs that burden working families.
This week, Democrats built on the progress we have made to Build Back Better by adding more transformational provisions to our bill that will lift up families in the Bay Area and beyond. This includes four weeks of paid family and medical leave, which is essential for getting children learning and parents earning, and important actions to lower the costs of prescription drugs.
The Build Back Better Act forges historic progress on health care, child care and climate action:
Health care:
- Negotiate lower drug costs for seniors and halt Big Pharma's outrageous price hikes above inflation for all Americans;
- Ensure Americans with diabetes don't pay more than $35 per month for their insulin;
- Create a new, out-of-pocket cap of $2,000 on what seniors pay for their drugs in Medicare Part D;
- Dramatically lower premiums in the Affordable Care Act Marketplace; and
- Help older Americans access affordable hearing care by expanding Medicare.
Family care:
- Save most families more than half their current spending on child care;
- Expand the basic promise of free schooling in America for the first time in 100 years with universal pre-school for all 3- and 4-year olds;
- Establish a universal and permanent paid family and medical leave program, providing four weeks of paid parental, family caregiving, and medical leave;
- Give more than 35 million families a major tax cut by extending the Biden Child Tax Credit; and
- Expand access to high-quality home care for older adults and people with disabilities.
Climate action:
- Invests $555 billion over 10 years in historic clean energy and climate investments.
- Creates green tax credits that will save the average American family hundreds of dollars per year in energy costs.
- Ensures clean energy technology will be built in the United States, creating hundreds of thousands of good jobs here at home.
The strong October jobs report is also clear evidence that the Build Back Better agenda is delivering real results For The People – with more than 600,000 jobs on average created each month, workers' wages surging and unemployment plummeting.
The House will pass the Bipartisan Infrastructure Bill and historic Build Back Better Act to sustain this progress and deliver once-in-a-generation action For The People, For The Children and for America's future.

Open Enrollment for Covered California has begun! From November 1st to January 31st, Californians will have the opportunity to enroll into affordable, quality health insurance coverage, renew or change their current plan, or enroll in Medi-Cal.
The Affordable Care Act is a pillar of health and financial security for families, delivering on Democrats' promise that affordable health care is a right, not a privilege. This year, President Biden and Congressional Democrats further built on the success of the Affordable Care Act with the American Rescue Plan, which has made coverage more affordable than ever. Families across the country are now saving an average of over $800 annually, and four out of five families can access coverage for under $10 a month. The 1.6 million Californians already enrolled in Covered California are paying less per month and 1.1 million uninsured Californians are eligible for financial help and can enroll in comprehensive coverage at little to no cost.
Thanks to Democrats' leadership, nearly three million more Americans have gained access to more affordable, life-saving coverage during the pandemic. Now, Democrats are working to pass the Build Back Better Act to extend enhanced subsidies included in the American Rescue Plan — securing affordable premiums for over 9 million Americans, delivering coverage to millions of uninsured and bringing us to near universal health coverage.

Keeping Ahead of COVID in San Francisco
The FDA has authorized the use of the Pfizer-BioNTech pediatric COVID-19 vaccine for children ages 5 to 11, and all vaccine sites in San Francisco will be able to administer vaccines for these children. San Francisco Unified School District has partnered with the San Francisco Department of Health to host vaccination clinics at SFUSD schools to make vaccines free and accessible to families:
- Tuesdays from 3:30-6:30 at Malcolm X Academy
- Wednesdays from 2:30-5:30 at Balboa High School
- Saturdays from 10:30-1:30 at McCoppin Elementary School
- Sundays from 10:30-1:30 at Sunset Elementary School
Eligible populations are authorized to receive a single booster dose of the Pfizer-BioNTech, Moderna, or Johnson and Johnson COVID-19 vaccine. The San Francisco Department of Public Health has recommended that residents ages 65 and over schedule their COVID-19 booster shots in advance of the busy holiday season to reduce the risk of hospitalization. Also, flu season is here. The San Francisco Department of Public Health strongly recommends that everyone ages 6 months and older get a flu vaccine to safeguard their health, with the start of a flu season that overlaps with COVID-19 this year.
A constituent and small business owner contacted my office to request assistance with their idle economic injury disaster loan. My staff contacted the Small Business Administration and expedited the loan increase, securing the business owner the maximum amount loan of $350,000.
