I am pleased that the Immigration and Naturalization Services (INS) has adopted a rule granting a waiver of the English language and civics examination requirements for elderly immigrants who are physically or mentally disabled.
However, I urge the INS to implement a policy of expediting citizenship applications of the 500,000 elderly residents who will otherwise lose SSI benefits in August.
For this extremely vulnerable group of people, to lose SSI benefits threatens their very survival. I also encourage the INS to make all reasonable allowances for those people whose mental capacity may be severely diminished because of Alzheimer's disease or other manifestations of dementia.
