During last week’s extraordinary address by His Holiness Pope Francis to a Joint Meeting of Congress, I was proud so many San Franciscans from across our city were able to join this historic event as my guests. Our many neighbors at the Capitol included University of San Francisco Chancellor Father Stephen Privett, climate advocates Tom and Kat Steyer, and labor leader Dolores Huerta – who gathered in fellowship with students from San Francisco studying at D.C.’s universities, parishioners invited from every Catholic parish in San Francisco to my own parish priest, Father Ken Westray and his family. We were all blessed to be a part of Pope Francis’ message of hope and dialogue of peace.

Instead of joining Democrats at the table for bipartisan budget negotiations, Congress is spending this week advancing a new assault on women’s health. But the American people are loud and clear, too: they know our country can’t afford another misguided, unnecessary Government Shutdown.

With the Kindergarten to College initiative, San Francisco is once more leading the way for the nation. This week, I visited a class of first graders at Monroe Elementary School in the Excelsior neighborhood who have a head start in saving for college through this unique program.

For the past quarter century, the Ryan White CARE Act has played a fundamental role in our nation’s struggle to treat and ultimately destroy HIV/AIDS. This legislation has provided an essential lifeline to Americans living with HIV/AIDS who lack the resources and coverage needed to cope with this devastating disease. As we reflect on the progress of the past 25 years, and on the courageous legacy of Ryan White himself, we rededicate ourselves to carrying out the mission of the Ryan White CARE Act – to finally banish HIV/AIDS to the history books.

This week, we commemorated the 50th anniversary of the Voting Rights Act. This legislation has stood as the guardian of Americans’ right to vote, of Americans’ right to have their voices heard in the direction that their government is taking. Two years ago, the Supreme Court weakened some of the most important protections of the Voting Rights Act. Instead of strengthening this bipartisan legislation, House Republicans have refused to allow a bill to come to the floor and have adjourned for nearly six weeks. It is wrong to permit this most fundamental right of our democracy to be eroded.

This week, I joined a group of bipartisan, bicameral Members of Congress tointroduce the Equality Act, an historic, comprehensive LGBT non-discrimination bill that ensures all Americans have the same basic protections under the law. This week, as we celebrated the 147th anniversary of the ratification of the 14th Amendment, granting equal protection for all, South Carolina voted to remove the Confederate Battle Flag from their Statehouse grounds. Yet at the same time, House Republicans moved to allow a vote to undo successful Democratic amendments that would have barred the display of Confederate flags in federal cemeteries and barred the National Park Service from doing business with gift shops that sell Confederate flag merchandise as part of the Interior Appropriations bill. After the terrible tragedy in Charleston, after decades of this flag serving as a banner of oppression, hate, and segregation, it is long overdue to take down the Confederate Battle Flag.

As we approach Independence Day, we continue to celebrate two landmark Supreme Court decisions from last week that honor the highest ideals of our Founders.

This week, for the second time, the Supreme Court has upheld the Affordable Care Act. The Court’s ruling in King v. Burwell ensures that all eligible Americans, regardless of their home states, have access to premium tax credits to afford life-saving health care.

In commemorating LGBT Pride Month throughout June, we honor courageous citizens who combat injustice and recommit our efforts to creating a stronger, more inclusive democracy. We recognize our shared progress to ensure equality for LGBT Americans – in Congress to the Supreme Court, from state legislatures to local courthouses – by remaining vigilant in confronting bigotry and remaining hopeful for a better future for all people, regardless of sexual orientation or gender identity.

House Republicans are threatening to devastate our nation’s commitment to science and innovation with their ill-conceived COMPETES Act, which is an assault on science and a plan to surrender American leadership. Instead of investing in research and development, this bill slashes funding for essential initiatives in the National Science Foundation, the National Institute of Standards and Technology, and Department of Energy research. It attempts to silence the climate, environmental and social science that conservatives in Congress don’t want to hear.
