Below are the Leader&rsquo;s remarks: </em></p><p>&ldquo;Thank you very much, Congressman Michaud, Ranking Member on the Veteran&rsquo;s Affairs Committee, for your kind words, for your tremendous leadership, for your dedication, your dedication to America&rsquo;s veterans. I&rsquo;m so pleased to be here with Congresswoman Dina Titus, with Congresswoman Ann Kirkpatrick, with Congressman Mark Takano, and with Congressman Beto O&rsquo;Rourke &ndash; Members of the Veterans Affairs Committee. I&rsquo;m also honored to be here with some of the representatives, some of our veteran service organizations.</p><p>&ldquo;What Congressman Michaud talked about were initiatives that sprang from the needs of our veterans, the ideas of our veteran service organizations, and the prospects for success that we could achieve in the shortest period of time. Thank you to the veteran service organizations. You have heard some of these suggestions. We vetted them with you. You have been an important part of holding the standard high, establishing priorities &ndash; because our veterans have many needs and we have to prioritize &ndash; and this is the result of that.</p><p>&ldquo;As we approach Memorial Day, the challenge to our conscience of that &ndash; meeting the needs of our veterans is heightened. It is with us every day. But it&rsquo;s heightened on Memorial Day, Veteran&rsquo;s Day, and other times of the year. As we say in our meetings all the time on the battlefield, the military says: &lsquo;on the battlefield, we will leave no soldier behind.&rsquo; And all of us say together, in a bi-partisan way: &lsquo;and when they come home, we will leave no veteran behind.&rsquo; And so, it is in that spirit that this backlog is a challenge to the conscience of our country, go back a dozen years, we never thought that we would have a million plus more veterans in need of benefits. So, it&rsquo;s hard to get a running start on a war that we didn&rsquo;t know that we were going into and over a million more veterans that we might have already had.</p><p>&ldquo;But, that is the fact. That is our responsibility. And again, on Memorial Day, we will join the rest of the country, in a public display of our appreciation for their service and their sacrifice, and a public display of commitment to the better future for our vets when they come home.</p><p>&ldquo;Right now, here today, we want to present some tangible approaches, as Mr. Michaud pointed out. Again, when we&rsquo;re in a meeting &ndash; I think our veteran service organization representatives here will say that his demonstration of knowledge, of judgment, of commitment to our veterans is heartwarming, but better than that, very encouraging for us to reach our goals.</p><p>&ldquo;Joining him on the committee to help meet the needs of our vets is a distinguished Congresswoman from Nevada, Congresswoman Dina Titus. She is a staunch supporter for veterans blessed with large contingent of them in her district, she knows of what she speaks of. We remain inspired by his declaration, when sworn in as a San Francisco Supervisor, that his victory gave a &lsquo;green light&rsquo; to all who felt disenfranchised and opened doors of opportunity for everyone.</p><p>&ldquo;On this Harvey Milk Day &ndash; on what would be his 83rd birthday &ndash; Harvey&rsquo;s green light has opened doors for LGBT elected officials nationwide: from America&rsquo;s first LGBT Senator in Tammy Baldwin to six LGBT Members of the House, each contributing their leadership to the most diverse Democratic Caucus in history.         <![CDATA[<p>Contact: Drew Hammill, 202-226-7616</p><p><em>Washington, D.C. &ndash; Democratic Leader Nancy Pelosi took to the House floor today to commemorate the lives lost and commend the heroism of teachers and first responders in the aftermath of the tornado in Moore, Oklahoma. Below are her remarks:</em></p><p>&ldquo;Mr. Speaker, it is with great sadness that I rise today to extend sympathy to the people of Oklahoma. To our colleague, Congressman Cole, for his, and his constituents, who have been affected by the tornado. We just heard our President talk about, just that our prayers and our deeds are with the people of the community.</p><p>&ldquo;We just heard Mr. Larson talk about our acting immediately to provide the assistance to the people there, to the extent that Congress can act quickly upon that, we should. It is &ndash; we&rsquo;ve seen natural disasters come and go, and they are all terrible, and the loss of life is tragic, and the loss of belongings and the rest is saddening. And It&rsquo;s very hard to see how people can be made whole, but we are always hopeful that they will be. As that hope springs, as people say: &lsquo;where do you find hope in a situation like that?&rsquo; Well, it sits there comfortably between faith; we believe, and therefore we have hope in the charity of others, that we can work together to come through this.</p><p>&ldquo;Referencing other &ndash; whether it&rsquo;s earthquakes in California, or storms in the northeast, whatever it happens to be, a hurricane in the south, and Katrina, etcetera &ndash; it&rsquo;s always, always, always tragic. There is something especially, deeply saddening about what happened in Oklahoma City. And it reminded me immediately of something that I carry in my heart. A long time ago, I went to Italy, as representative of President Carter in 1980 with a &ndash; it was a congressional delegation bus, to deliver U.S. assistance following an earthquake in southern Italy.</p><p>&ldquo;In one small town in a mountain that we visited, the roof of the church collapsed. And what was tragic about it, that resembles what happened in Oklahoma is, that in that church that day was the first grade, and they were practicing for first Holy Communion. So, every seven-year-old child in that village was a casualty. Everyone died. And so, when there is loss of life, of course, it&rsquo;s always tragic &ndash; every one is a valuable of life, but when the entire, every seven-year-old in the village dies, it just does something to your psyche. It&rsquo;s so sad. You grieve so deeply. It&rsquo;s so hard to console people. And to see what happened to the schools in Oklahoma City, and to see that 20 little children lost their lives, each one of them precious, all of them the future of the community, how deep the grief must be there. All &ndash; we must, in a very particular way, try to help, wipe the tears away from that community &ndash; so many little children.</p><p>&ldquo;And beautiful sight to see, the first responders trying to dig people out &ndash; and successfully &ndash; the picture today of a beautiful little boy pulled out from the rubble, the teachers making a valiant effort to cover the children so that a falling debris did not harm those who were still, still alive. And so, whether it was first responders, or teachers, or families, the community, community coming together. This community has suffered a great loss: loss of lives, horrible; loss of homes to this &ndash; what was a home became debris in a matter of seconds, in a matter of minutes.</p><p>&ldquo;And so, I hope that we all know what our responsibility is because these children are America&rsquo;s children. And that the number of them who died had such an impact on the community, and that we all appreciate the depth of the grief, the depth of the tragedy that has befallen. I&rsquo;ll never, ever forget the look in the eyes of the people in that village in the mountains of Italy &ndash; just desperate, just desperate. And as I say, we are always hopeful, that through prayer, which gives us strength, faith, which gives us hope, the charity of others, which helps us to go forward.</p><p>&ldquo;So, I hope it is a comfort to the people of the region, that their loss is one that is shared, and mourned, by people across the world, certainly in our country, and definitely in this Congress of the United States. Whatever it is in our power to be helpful to them, we will do, and we will do quickly. Below is a transcript of the press conference:</em></p><p><u>Leader Pelosi</u>. Good morning. Here we are on National Women's Health Week, again, proclaiming the glories of the Affordable Care Act and what it means to women. I&rsquo;ll talk about that in a moment. When it comes to addressing the urgent needs of the American people, our priority in Congress is clear: we must create jobs. Unfortunately, House Republicans seem to think that their main responsibility is to do nothing &ndash; oh, for those of you who were here yesterday, you know that I have lost my voice; that may be good news to some...</p><p>[Laughter]</p><p>...but we will see how far we can go with this &ndash; is to do nothing.</p><p>Here we are, 134 days into the 113th Congress, without one vote on a jobs bill. Fifty-four days after the Senate passed its budget, we still haven't moved forward to the budget process with this do nothing agenda that does not reflect the priorities of the American people. It is an agenda that only the Republicans are interested in pursuing. So, you see a series of subterfuges, job evasions. Today's job evasion is that the Republicans have decided to vote on the Patient's Rights Repeal Act, their 37th attempt to repeal our country's landmark reform bill. That's 37 votes, 43 days, $52 million &ndash; $52.4 million &ndash; on an obvious evasion of our responsibility to work on the priorities of the American people.</p><p>Not only is this a clear waste of time, and of taxpayer dollars, it is a deliberate vote to eliminate the affordable, quality health care benefits millions of Americans are already enjoying. For those of you that with were us yesterday, you got the card with many of the provisions that are already in effect in the Affordable Care Act.</p><p>One hundred and five million Americans are already receiving free preventive services. More than 100 million Americans no longer face a lifetime limit on their health coverage. Seventeen million children with preexisting conditions are no longer denied coverage. Soon being a woman will not be considered a preexisting medical condition. As you see, these are already in effect &ndash; we have preventive services, coverage for young adults and children. As you know, many more provisions are there. Six point six million young adults up to the age of 26 have taken advantage of the law to obtain health insurance through their parents' insurance policies; 6.3 million seniors in the donut hole have saved $6.1 billion on the prescription drugs. The list goes on and on. Needless to say, we will be talking about this on the floor of the House.</p><p>Not only is this a vote that jeopardizes access to affordable quality healthcare, it is a vote that explodes the deficit.</p><p>I don't know if I have a copy of the letter. But yesterday, just yesterday, the nonpartisan Congressional Budget Office told Speaker Boehner that repealing the Affordable Care Act would increase the deficit by $109 billion over the next 10 years &ndash; $109 billion.</p><p>Instead of evading job creation, House Republicans should spend every day working to strengthen the middle class. It is time for Republicans to live up to their call for regular order. They were there with the President, they said what they wanted was regular order. Music to our ears. For those of you who don't know what regular order is, and want to be reminded, it means we pass a bill from committee, you go to the floor, you pass it in the committee, on the floor in both Houses, and then you go to the conference table. In order to go to the conference, you have to have appointees. So we want to appoint conferees. Republicans have said 'no' to that.</p><p>You are getting lucky, I am losing my voice.</p><p>[Laughter]</p><p>But this is really a, they used the excuse that the Senate had not passed a bill. Fifty-three days ago, the Senate passed a bill. So we are long overdue to go to the table. Why is that important? It is important because so much is at stake. We have 750,000 jobs that have been lost by sequestration. You know the ultimate list, 4 million &ldquo;Meals on Wheels,&rdquo; tens of thousands of children going off Head Start, now their parents cannot be earning while children are learning. The list goes on and on. Not to mention also what it does to the security of our country, which even Senator McCain has said is insane. So one way to get rid of the sequestration is to go to the table and to come to terms to reconcile differences, to have a budget that creates jobs, that reduces the deficit, does so in a balanced way and gets rid of sequestration. How can you call for regular order and not take yes for an answer? Must be held accountable.</p><p>Again, we want to create jobs and reduce the deficit. This agenda deserves a vote. What are they afraid of? Are they afraid of the transparency of a meeting, where in public view in front of the world, TV and media coverage, their priorities have to be subjected to the light of day? First, it is the priorities of the President, of the House, and Senate Democrats of job creation, deficit reduction, strengthening the middle class. <br />On another subject, as I stated earlier this week, in regard to the IRS, it is clear that the actions taken by some at the IRS must be condemned. Those who engaged in this behavior were wrong and they must be held accountable for their actions, regardless of political affiliation or bias. There is no place for this type of activity by the IRS or its employees. Secretary Lew has asked for and received the resignation of the Acting Commissioner. There will be bipartisan hearings on the subject in the Ways and Means Committee tomorrow, and I am hopeful that meaningful bipartisan oversight will be found among all the committees of jurisdiction with respect to these matters.</p><p>It is interesting to me because I think these actions highlight why we must overturn Citizens United. It has exacerbated the challenge that we have. It&rsquo;s been out there, but Citizens United has made matters so much worse. As you know, it is a very thin line. Maybe we must pass a law that makes it much clearer that the so-called &ldquo;social welfare&rdquo; organizations must make their priority promoting &ldquo;social welfare&rdquo; rather than engaging in politics. Clearly, this has not been &ndash; I paint everybody with the same brush, right to left, so I think it all should go.</p><p>That is why I have issued my DARE, disclose, who are these people? They go to the 501(c)(4) because they don't have to have any disclosure. Their stakeholders, shareholders, their customers, their employees don't have to know where this money is going. Disclose, amend the Constitution, overturn Citizens United, reform the whole political system to reduce the role of money and empower people by empowering small donors and removing obstacles to everyone's voting. This is something that I think, because the IRS issue has called attention to it, must take advantage of. Disclose and amend would go a long way to making our democracy stronger, not having a government of the money, but a government of the many, as our founders intended.</p><p>With that, I would be pleased to take any questions.</p><p style="text-align: center">***</p><p><u>Leader Pelosi</u>. Were you here yesterday?</p><p><strong>Q: I was not. </strong></p><p><u>Leader Pelosi</u>. Who was here yesterday?</p><p><strong>Q: You want to invoke the Williams rule? </strong></p><p><u>Leader Pelosi</u>. I understand. We were having a very important message about women, and I wanted to reward those who came yesterday?</p><p><strong>Q: Rosa DeLauro. She owned it yesterday.</strong></p><p><u>Leader Pelosi</u>. Wasn't she great?</p><p><strong>Q: In light of everything that has happened with these three events that have been somewhat of a drag on the White House, do you feel this President still has the ability to push significant legislation through this Congress? And do you think that you could once again become Speaker because of the terrible pitfalls this IRS mess will have for your 2014 candidates?</strong></p><p><u>Leader Pelosi</u>. Well, the second question is almost irrelevant, with all due respect. It isn't about whether I become Speaker. It is about whether we have an election where people can weigh in and every vote is counted as cast and money does not determine the outcome. I do want the Democrats to win, yes. But let's put that aside for the moment.</p><p>This President is &ndash; they make so much of these issues because this President is such a great President. He is a visionary. You have heard me say this so many times. This is a great President. He's a visionary. He has a knowledge of our country, concerns of the American people that give him judgment as to what plan we should have to go forward to strengthen the middle class. And he has an eloquence to convey that message. They fear that. And so, any issue that comes up, they will try to exploit. And some of them are legitimate issues, but they should not dominate everything.</p><p>And so, what I think is that they have used talking points on Benghazi, they will use the IRS, they will use the AP, they will use these as, again, subterfuges, evasions of what the American people want us to do here: they want us to create jobs.</p><p>Now, if you are a party in Congress and you have no intention of creating jobs, you want to change the subject. So, I think this is as much about enforcing their anti-government ideology creation of jobs, as well as undermining the President of the United States. People have spoken, the election took place. He won. You would think there would be some time frame where we could engage in job creation. But, as I say, so far not one job initiative. But, I think the President is strong. Because he is strong and because he is effective, they make him the object of their political action. We know how that works. But, I have great confidence in him.</p><p>So, getting something through this Congress, well, the last two years there was nothing that went through this Congress, and there was no AP, IRS, or any other issue or organization that we were dealing with. They just want to do nothing. And their timetable is &ldquo;never.&rdquo; It is &ldquo;never and nothing works for you,&rdquo; that is who they are. One more, somebody who was here yesterday. Then we will open it up to the others. Is that it? No questions from those that were here yesterday? Okay.</p><p><strong>Q: Thank you. Yesterday the President said, you know, that the acting IRS commissioner would be stepping down. His term was to end in June, so he didn't have much more time on his watch, though. Has the President, though, done enough? Was that a strong enough step? Because some people say, well, this guy was out the door already, no matter what.</strong></p><p><u>Leader Pelosi</u>. Well, he is there now. And it is about what happened. It is about what has happened.</p><p>I don't know why I am &ndash; am I missing something here? Has anybody mentioned that the director who left, and therefore now we have an acting director who was a Bush appointee, and that Miller is a career, he is a career appointee? So, these are not Obama appointees. But, it happened on their watch. And we think that it would be less than forthcoming to the Congress about what was going on and they knew about it. And so, no, you don't stay until the end of your term. I think the Secretary Lew made the right recommendation and the President took advantage of that. I think that was the right thing to do.</p><p>I mean, the &ldquo;IRS&rdquo; &ndash; those are three scary initials to most people, not because they think they have done anything wrong, but they&rsquo;re just worried that they'll be treated fairly. These people were not treated fairly. That was wrong, somebody must be held accountable.</p><p><strong>Q: Madam Leader?</strong></p><p><u>Leader Pelosi</u>. Yes, sir. I hear voices. Yes, sir.</p><p><strong>Q: What is your reaction to Secretary Sebelius asking the health insurance industry for funds to implement the healthcare law? And also, have you ever asked anyone to contribute to a 501(c)(4)?</strong></p><p><u>Leader Pelosi</u>. 501(c)(4). Well, is that what Secretary Sebelius is&hellip;</p><p><strong>Q: No. I'm sorry. She is asking them to donate </strong></p><p><u>Leader Pelosi</u>. &hellip;they are two different things?</p><p><strong>Q: Yes.</strong></p><p><u>Leader Pelosi</u>. Okay. Let me just say this. To review, when the Republicans passed the Medicare prescription drug bill in the beginning of President Bush's term, they spent a fortune of public dollars promoting it. Now, they criticize this administration for spending much less than that to promote it. It is not a question of promote &ldquo;isn't this wonderful,&rdquo; it is a question of, &ldquo;you need to sign up for this.&rdquo; You have a responsibility to do outreach. So, when they were doing it then, I thought they did it to excess. But, nonetheless, there was a responsibility to make sure people signed up. However ill, whatever I thought of that bill, which I thought was bad. But, nonetheless, they didn't. And that was their responsibility to get people to sign up. That is the responsibility now. So, I think that that initiative is one that they &ndash; who should they be to criticize something they did to the hilt?</p><p>Secondly, when we were passing the Affordable Care Act, there were hundreds of millions of dollars spent during the debate misrepresenting, mischaracterizing &ndash; I don't like to use this word &ndash; lying about what was in or not in the Affordable Care Act. It was going to be death panels, it was going to be abortion, it was going to be this, that, and the other thing &ndash; none of which was true. But, nonetheless, whether it was true or not, hundreds of millions of dollars spent by the private sector for this purpose. So, this is not an unusual thing that the private sector would weigh in. And it is people who want to have people sign up in furtherance of the purpose of the bill.</p><p>That was to defeat a bill. This isn't about that. That is over. This is the law of the land. And so, no, I don't have any problem with their doing that.</p><p>I think that 501(c)(4)s should be done away with. I have been talking about this for years and now it is really because of Citizens United that this is exploited. When I say &quot;done away with,&quot; there are legitimate purposes for 501(c)(4)'s to promote, to promote &ldquo;social wellbeing,&rdquo; whatever the issue agenda is. But, the fine line that is drawn between your primary purpose being promoting social welfare and not politics, your primary purpose or your secondary purpose could be politics. And that is not what a 501(c)(4) should be about. So, from my standpoint, I think that they should not have any political purpose. And I would hope that we could change the law on that. Some of the advertising you see on TV is really not 501(c)(4), it is 527, that kind of thing. And people get it all mixed up. But, it&rsquo;s all wrong. It&rsquo;s all wrong. It has to go.</p><p><u>Leader Pelosi</u>. Yes, sir.</p><p><strong>Q: In 2010, your leadership ended in a wave of anti-government activism on the part of the Tea Party. And I wonder, if we are, with the IRS scandal and the drumbeat coming on some of these other issues, like Benghazi, do you think that we are on the cusp of another rise in anti-government fervor for a midterm election? </strong></p><p><u>Leader Pelosi</u>. Well, I think that &ndash; bless their hearts &ndash; this is what the Republicans, not all of them, but a large number of Republicans in the House believe. And they act upon their beliefs. And it is reflected in a lack of job creation and any other public role, as you see in sequestration, cutting on medical research, those kinds of things. I don't think, I think no is the answer to the question. Because I think this: people now know that this is who these people are. And they have a legitimate point of view. The role of government has been a historic debate since the beginning of our country. I add, though, that President Washington cautioned about political parties that were at war with their own government. So, where we go on the spectrum of the role of government or should there be none, do nothing, never. And I think that that challenges our, shall we say, political astuteness to take that message to the people. But it is not stealth any more. It is not stealth any more. And these incidences, while I &ndash; I don't know, talking points on Benghazi, I think is really a disservice, a disservice to the issue of the protection of our diplomats, our intelligence community, our men and women in uniform who keep us safe. I think that on the talking points the President is right, that piece of it is a sideshow. It&rsquo;s an evasion of what we really need to do. We need to pass a budget that fully protects, to the extent we can, there is no guarantee, our diplomats abroad.</p><p>So, getting back to the main point of your question, what happened in 2010 was in around June, around now, a few more weeks, the Senate defeated the DISCLOSE Act, defeated the DISCLOSE Act. We had passed it in the House. DISCLOSE Act was the most central determination for the special interests as to whether they would contribute to these 501(c)(4)'s. And when the Senate failed, 59 votes, not one Republican voted, even though some have espoused this in their own state, all of a sudden they were against it here. So, when the Senate passed that, or didn't pass that, it was the signal: the floodgates opened and endless undisclosed special interest money came pouring out the doors. And that was something that had an impact on the elections because it was, first of all, we were opposed to it to begin with, but they weren't. And they had endless, an endless, endless, never ending spigot of money, misrepresenting the facts. So, that had an impact on the election, too. And the Republicans I think hijacked, which were some legitimate concerns that people had about the role of government, is what they believed. And now they are here.</p><p>But, when you come here, when you come here, we are the legislative branch &ndash; the first article of the Constitution, the legislative branch. And you should come here to legislate, to have your point of view heard, to influence your decisions, but to have a decision. And the decision can't be to do nothing. So what they are here to do is to undermine the legislative branch. And I think that it behooves us to make that distinction clear to the public.</p><p>And I don't think that talking points on Benghazi or the IRS or the AP &ndash; because we don't like what happened either. It is not as if we're, I think what the Administration did on the talking points is, what they did on Benghazi, I support them on that. But AP and IRS, we have serious questions about that. Not like we are all siding against the Administration.</p><p>I'll talk about AP if you want.</p><p>So, no, I think we are in good shape. I think we are strong, attracting great candidates. We have outdone everything &ndash; any &ldquo;m&rdquo; you can &ndash; out maneuvered, out messaged, out raised money, out mobilized, and out recruited candidates for the next election. I can't tell you today that I think we will win. I think I can tell you we can win; I can't tell you that we will win. But I will probably know in October or November, once we see the candidates on both sides.</p><p>On AP, let me just say because I am going to have somebody else coming in the room in a couple minutes, and I want to make this point. I think the AP issue is an interesting one. I want to remind you, because I don't know if any of you were around at the time, but in 2000, there was a bill, the intelligence bill passed the Congress. It went to conference, and it was a bill that was going to be sent to the President. I said to the President, President Clinton, I was now becoming senior Democrat on the Intelligence Committee, said to President Clinton, &ldquo;Do not sign the intelligence bill.&rdquo; And he very astutely, as he has always said, &quot;Did you sign the conference report?&quot; And I said, &quot;No, I did not sign the conference report.&quot; He said &quot;Okay.&quot; And I told him what was in there. And in there was a provision that said that the burden of proof as to whether a journalist's activity threatens national security, the burden of proof was on him or her to disprove that what he did or she did not endanger our national security. That is a tremendous burden of proof. A burden of proof should be the opposite. The burden of proof is on the government to say that you did, and here is how we can prove it. The burden of proof should not be on the journalist to dispel that. And we had &ndash; he vetoed it. We took it out of the bill, and then we passed a bill without it.</p><p>In 2009, we had another bill, a Shield Act bill, to try to give more protections to journalists. We passed it in the House, the gentleman from Virginia, Rick Boucher, was the author of it. And it passed the House. It was a strong bill. We don't have time to go into all the protections, perhaps next week we can, that were in the bill for journalists. It didn't pass in the Senate. So, now with all of this coming, I think it's really important for us to go back to that place where there are protections for journalists. Of course, we have national security concerns. But it is all about a balance. It is all about being fair. And we were recommending an independent judge to make those decisions not to be paid by one party or the other administration.</p><p>So, that is fine. At the time, in 2000, we had the support of editorial boards throughout the country. A community, media community mobilized with us to &ndash; they had their own point of view on the subject. But, we all benefited from the fact that they weighed in and they came out of the bill and we were able to pass the bill.</p><p>The Speaker is coming.</p><p><strong>Q: Do you agree with him that agency officials should go to the jail? </strong></p><p><u>Leader Pelosi</u>. I am not one who is judge, jury, sentencer, and the rest.</p><p>I think the Administration, the committees are looking into it. The President has asked for and received the resignation of the top person there. I think we are on a good track. We have to learn more about everything. But, I don't agree that any one of us should declare who should go to jail. Oh, my goodness, what a day that would be around here.</p><p>Thank you all very much. Only months after the Tazreen fire, the collapse of the Rana Plaza building further underlines the importance of taking such action without delay. <br /><br />In recent years, a number of us have raised issues directly with the Bangladesh authorities regarding worker safety and rights in Bangladesh. This includes, among other issues, the unresolved killing of Aminul Islam, fire safety, worker safety, the right to organize and charges against labor rights organizations.</p><p>We are aware of the role that the garment industry has played in providing critically-needed employment opportunities for Bangladeshis. We are also aware that a number of steps have been pledged to address issues pertaining to worker safety and rights. However, continued tragedies, including the Tazreen fire and the Rana Plaza building collapse, indicate that many workers have not had an effective voice in the workplace enabling them to address concerns with uncompromising owners and/or managers &ndash; even when those concerns are a matter of urgent, life-and-death danger. They also seem to indicate that dangerous conditions exist on a substantial scale in the industry.</p><p>We fully understand that there are multiple factors which brought about this tragedy and others like it, and it is critical that all key stakeholders take action. Below is a transcript of Leader Pelosi&rsquo;s opening remarks:</em></p><p>&ldquo;Good afternoon. Thank you for being here. I know it&rsquo;s a very busy day. All kinds of evasions are taking place on Capitol Hill to keep us off the subject of going to a budget table to reconcile our differences in the House and the Senate bill, so that we can hopefully come out where the President is, on a budget that is a statement of our national values, that is a job creator, deficit reducer, and that we should be about that business.</p><p>&ldquo;Instead, here we are again: it&rsquo;s 133 days into this session of Congress, 113th Congress, 133 days, and we haven&rsquo;t had a single vote on a jobs bill. That&rsquo;s what the American people want to us to do &ndash; create jobs. It&rsquo;s the answer to so many challenges in their lives. Instead, we are wasting time, once again, on the Republican repeal of patients&rsquo; rights. This is something that is stunning because not only is it a waste of time, it is a waste of money &ndash; $52 million, over $52 million dollars calculated to the cost of taking up this bill, over and over again, which they know is going nowhere. And again, it&rsquo;s not only a vote that is a waste of time, it is a vote to take away affordable quality benefits that the American people are enjoying right now.</p><p>&ldquo;You have our handout of all of the benefits that are in existence right now &ndash; we&rsquo;ll be talking about them some more. But it&rsquo;s &ndash; it&rsquo;s about how it affects women specifically, that we are talking about today, but those women are part of the nearly 13 million Americans benefitting from $1.1 billion in rebates from health insurance companies last summer. You see the free preventive services like cancer screenings, &lsquo;women&rsquo;s wellness tests,&rsquo; coverage for young adults, and children, with pre-existing conditions. Women no longer pay higher premiums for the same coverage. And being a woman is no longer a pre-existing medical condition. This is a big deal.</p><p>&ldquo;Our champion on this subject is Congresswoman Rosa DeLauro, who will speak more on this subject. But, I seem to have some kind of a condition, so I&rsquo;m going to excuse myself shortly to, to deal with that. And then to welcome Congresswoman Rosa DeLauro to talk about women and health, Congresswoman Vel&aacute;zquez to talk about Small Business and women, Congresswoman Capps, a health care provider herself, who knows first-hand how good the opportunities are now, how much better they&rsquo;ll be in 2014, how dangerous the bill is the Republicans are putting forth. Congresswoman Kelly, our newest Member of Congress on the House side &ndash; and for the moment still the newest member, right? The letter makes a series of recommendations for actions the State Department could take in its discussions with the Chinese government.</p><p>As the Members write in their letter, &ldquo;We are writing to express our concern about the harassment and abuse inflicted upon Mr. Chen Guangcheng and his family by local officials in Shandong Province in China.&rdquo;</p><p>The Members went on to state that: &ldquo;Chen Guangcheng and his family have suffered greatly at the hands of Chinese officials in Shandong Province. Their story is not unfamiliar but it is somewhat unique, in that it has garnered international attention, in part through Chen's heroic escape from house arrest, and shone a bright light on the consistent human rights abuses endured by the Chinese people. It has further revealed, in stark terms, a troubling trend of Chinese officials abusing, harassing, and intimidating the families of human rights activists in order to try to pressure these brave men and women into abandoning their important work.&rdquo; <br />&nbsp;</p><p>Below is the full text of the letter:</p><p>May 13, 2013</p><p>The Honorable John F. Kerry<br />Secretary of State<br />2201 C Street NW<br />Washington, DC 20520</p><p><br />Dear Mr. Secretary:</p><p>We are writing to express our concern about the harassment and abuse inflicted upon Mr. Chen Guangcheng and his family by local officials in Shandong Province in China. Most urgent is the dire medical condition of Chen Kegui, the imprisoned nephew of Chen Guangcheng, who is reportedly suffering from acute appendicitis. His family is fearful that absent proper medical attention (which has been denied by Chinese authorities to date) his life is at risk. In 2012, Kegui was denied due process and sentenced to over three years in prison for only defending himself and his family against armed intruders.</p><p>Further, it has come to our attention that on May 9th, Chen's elder brother, Chen Guangfu, was violently beaten in what seems like an escalating effort to intimidate and harm Chen Guangcheng's family.</p><p>It is our understanding that you and State Department officials have made the medical condition of Chen Kegui a priority in your discussions with Chinese government officials. We appreciate those efforts but request that you consider the following options moving forward:</p><ul><li>Continue to work with the Chinese government at the highest levels to ensure that Chen Kegui is immediately hospitalized and given a medical examination by a licensed physician. Officials from the U.S. Embassy should request to visit Kegui at Linyi Prison to underscore the importance the U.S. places on his well-being. Once the immediate physical danger is averted, we ask that the State Department pursue medical parole for Chen Kegui.</li><li>Meet with Chen Guancheng and his wife, Yuan Weijing. Such a meeting would not only bolster their own spirits in the midst of a difficult time but it will send a clear and unequivocal message to the Chinese government that this situation is of the utmost importance and that a swift and satisfactory resolution is in their strategic interest.</li><li>Urge the Chinese government, in the strongest possible terms, to honor its commitments to protect the civil rights of Chen's family, fully investigate the illegal activities of local authorities, and prosecute those responsible for the illegal and criminal acts against Mr. Chen and his family.</li><li>Absent any progress on China's commitments, utilize the presidential proclamation, issued on August 4, 2011, which made it U.S. policy that individuals engaged in serious human rights abuses and humanitarian law violations shall be denied entry into the United States. This proclamation gives the administration cause to convey to the Chinese government that the local and provincial officials engaged in the abuse of Chen and his family will, should they apply, be denied visas, in keeping with U.S. policy regarding human rights abusers. Regardless of whether any of these individuals intend to travel to the U.S., such a message to the Chinese government would be of great symbolic import.</li></ul><p>In regards to the visa ban, human rights organizations and the press have compiled credible evidence to substantiate the claims of Chen Guangcheng regarding the specific individuals, through command responsibility and/or direct involvement, who have committed serious human rights violations in their persecution of Chen and his family, including illegal house arrest, forced disappearance, trumped up charges resulting in eventual prison time, beatings and the denial of medical treatment. We can help provide additional details of abuse and documentation as needed if that would prove useful.</p><p>Chen Guangcheng and his family have suffered greatly at the hands of Chinese officials in Shandong Province. Their story is not unfamiliar but it is somewhat unique, in that it has garnered international attention, in part through Chen's heroic escape from house arrest, and shone a bright light on the consistent human rights abuses endured by the Chinese people. Below is a transcript of the press conference:</em></p><p><u>Leader Pelosi</u>. Good afternoon. I heard you wanted to hear about our dinner with the President last night. Anybody interested in that? No? We can just move on then.</p><p>Last night we had dinner with the President, as you know, the Democratic Leaders. It was a very productive dinner in terms of the discussion. We talked about jobs, jobs, and more jobs. We talked about innovation springing from our own manufacturing in the U.S. Mr. Hoyer has taken the lead on &ldquo;Make It In America,&rdquo; and that was part of what we talked about as well. The &ldquo;Make It In America&rdquo; agenda. which recognizes innovation which begins in the classroom and we have to support, but also springs from doing manufacturing here at home.</p><p>It was clear &ndash; it was really interesting to me because I have had the occasion to work with President Bush as Speaker and Leader, and now with President Obama. And in both cases, when you are meeting with the President of the United States, it is a really &ndash; it is historic every time, the leaders and the President, and the respect that each of us has for the offices that we hold is really important. So, when President Bush was President and I was Leader, or then later Speaker, it was always about how can we work together to get something done.</p><p>Here is the presidency and all of the power that it has, and of course, the legislative branch, the First Article of the Constitution. And, you know, obviously we have had differences &ndash; the Iraq War, privatizing Social Security &ndash; but we did many things using the potential and the power of both of our offices to get things done: the biggest energy bill in the history of our country, parity, mental health parity, even we came to the President's rescue on TARP when his own party deserted him, one of the most progressive bills for low income tax credits and things. Because you always see opportunity when you see each of the leaders, especially as I say, the power of the presidency.</p><p>And so having dinner with the President last night, again, drives home all of the opportunity that a presidency can bring. And clearly we have a President who is a visionary, a person who is knowledgeable on the issues, brings judgment from that, springing from that knowledge, has a clear path how he would like to see things done in a bipartisan way, and again has the eloquence to communicate with the American people. And it is all the package of leadership, and so it is really sad to see how that opportunity is not exploited really by our Republican colleagues in the majority in the House, because they must have things that they care about for our country. The President says to them: &ldquo;Let's work together on your agenda.&rdquo; But really, &ldquo;nothing&rdquo; is their agenda and &ldquo;never&rdquo; is their timetable.</p><p>So, just sentimental thoughts about having dinner with the President and missed the opportunities that we have had. <br />Instead, we have subterfuge. We have these ridiculous things that today on the floor, the &ldquo;Pay China First Act,&rdquo; as we call it, to instead of avoiding default and again risk &ndash; we again want to risk the full faith and credit of the United States just by having the discussion, to have more Republican manufactured crisis with the economic uncertainty that goes with that, that has harmed America's workers and businesses over the past two years. This bill that they had on the floor, by the way, will pay China first before American troops in harm's way, pay China first before retired and disabled veterans, pay China first before doctors and hospitals that treat Medicare patients, pay China first before even small businesses that work with us to provide goods and services. It is just, it&rsquo;s just wrong.</p><p>From the start of this Congress, this Congress, and then two years before, the Republicans, well, from the start of this Congress they have been calling for regular order. Have you ever heard them call for regular order? Remember when they passed their bill in the House and they said: &ldquo;We have got to have a budget passed by the Senate because that is regular order.&rdquo;</p><p>Well, the Senate passed their bill &ndash; 47 days ago &ndash; and all of a sudden the call for regular order is muted. But even some of their Members who have professed, including Paul Ryan, who has said &ndash; what did he say yesterday &ndash; let&rsquo;s, he wanted to go to the table and get the job done. I don't know how forceful that is within their Caucus, but the fact is, let's have regular order. Let's go to the table. Let's have transparency. Let the American people see whose version of the budget they prefer, or even just particular pieces of the budget. Let the chips fall where they may when the public sees what the decision is &ndash; what the decisions are. And stop this silliness, this silliness, &ldquo;pay China first.&rdquo; Let's get serious. The silliness that we would default even two years ago come the summer, say 22 months ago, when we went through this discussion. We didn't. We lifted the debt ceiling, but just the mere discussion of it lowered our credit rating. We can't go through that again. So, in any event, I hope that we can put an end to the silliness, get serious, go to the table, appoint conferees. What are they afraid of? Are they afraid of the public seeing what they have in their budget and how it contrasts to the statement of values that is in the Senate budget? Well, let the public see what that is.</p><p>As you know, this weekend &ndash; and I hope you remember to write home, call home, buy presents, flowers, candy, chocolate candy because, as you know, Sunday, America's families will celebrate Mother's Day. And what do we do for that? This week we gave mothers not a very good gift. More work, less pay. Happy Mother's Day? I don't think so. The bill that gives less flexibility to working people, more discretion to their bosses. Here&rsquo;s what the bill really does: it ends the 40 hour work week, it ends, it cuts pay for women, undermines the economic security of the middle class, gives an interest free loan, paid for by workers&rsquo; wages and unused comp time to the company. I mean, &ldquo;thanks for the float,&rdquo; the company should say.</p><p>What we should be doing is enacting a women's economic agenda. That would be an appropriate Mother's Day gift: affordable quality, accessible child care &ndash; very important to working moms at every level, every economic level &ndash; expanded family and medical leave, some of it paid for, good wages, including a higher minimum wage and passage of the Paycheck Fairness Act. Paycheck fairness, raise the minimum wage, affordable, accessible quality child care. That is the appropriate way to say Happy Mother's Day.</p><p>Every year for the past few years on Mother's Day, I have gone, I have taken a delegation to Afghanistan or Iraq. We were alternating, now Afghanistan for Mother's Day, to say thank you to our moms and &ndash; by the way, our grandmothers, who are serving there, some young grandmothers, but nonetheless grandmothers &ndash; to also thank all of our troops for what they do to protect America's families. We won't be going this particular weekend because we don't have &ndash; under sequestration &ndash; we don't have CODELs, but I hope to go sometime soon, and some Members will have an opportunity to go in to bring our best wishes to our men and women who are serving there.</p><p>It is something really beautiful to behold, the roles that women are assuming in the military and the fact that now they can be in combat means that they could rise to the heights of our military service. And I don't think there is anything more wholesome and effective than increasing and empowering women in whatever field it is, in this case the military.</p><p>What was said on some of the previous visits was the people that we met who had been victims of sexual assault in the military, to meet with them, women right there in theater, to meet with the chaplains, to talk about how to deal with this issue, and it is encouraging that so much attention is now being paid to it with the spotlight on it with the prospect for some improvement on how we address the issue of sexual assault in the military. It is a very important issue to our Women's Caucus. I believe in a bipartisan way. I am sure of it, that it is in a bipartisan way.</p><p>And hopefully the change that we make now will make a difference in the lives of these women, but in addition to that, make a difference in the role that they play in our military and in the way that a woman could become Chairman of the Joint Chiefs, Commander in Chief. But in any event, just to rise to the top in the military service would be very important for our country. So whether it is opportunity in the military, strengthening women's roles, economic security in their families, we think there are many ways that as a matter of public policy we can be saying: &ldquo;Happy Mother's Day.&rdquo; One of them is not more work, less pay. Happy Mother's Day? I don't think so.</p><p>Any questions?</p><p style="text-align: center">***</p><p><strong>Q: Leader Pelosi&hellip; </strong></p><p><u>Leader Pelosi</u>. On Mother's Day?</p><p><strong>Q: Not on Mother's Day. </strong></p><p><u>Leader Pelosi</u>. Don't forget. Call home.</p><p><strong>Q: I was just in South Carolina covering the Sanford-Colbert Busch race, and Sanford made a concerted effort to link you to Colbert-Busch. I talked to a lot of voters who said, you know, &ldquo;we don't really like Sanford, but we don't want another Nancy Pelosi in Congress.&rdquo; Do you think that the Sanford campaign linking Elizabeth Colbert Busch to you affected the outcome of that election? </strong></p><p><u>Leader Pelosi</u>. I think that the district is what, President Obama lost it by 18 or 20 points? I think that Elizabeth beat that percentage. I think she made a very dignified and good run. I think most of the time when somebody brings up a third party into an election, it shows the bankruptcy of their ideas, but it is always going to be a hard district, and I think it looked silly. But nonetheless, again, she did much better than even President Obama did in the district.</p><p>Yes, ma'am?</p><p><strong>Q: On the sexual assault in the military question, how do you think it has gotten as bad as it is and what more would you like to see Congress do to turn those numbers around? </strong></p><p><u>Leader Pelosi</u>. I don&rsquo;t know if it&rsquo;s gotten worse or we just know more about what is happening because people are coming forward. And we have many more women in the military at the same time and we have women in theater &ndash; we, you know &ndash; since we went into Iraq, we have over a million, almost a million plus, maybe a million and a half more veterans than we would&rsquo;ve had, had we not gone into Iraq. So that means many more people serving our country so courageously and so patriotically.</p><p>What we can do, I think that some of the ideas that are &ndash; first of all we have to orient people in a way that is respectful of women and their role. It&rsquo;s always interesting to me that people think that they can do this and get away with it. One way to make sure that they don&rsquo;t is to make sure that the process that addresses the challenges is one that is done effectively. And then that we address the issue of whether a commander can overturn the decision of, that was made after the investigation. That&rsquo;s one issue. And so how broad is that removing of discretion from the commanders? So that&rsquo;s one of the issues we&rsquo;re talking about &ndash; does it just apply to this, does it apply to others decisions after charges have been litigated?</p><p>The other is that, that, again, the very idea that a woman, a woman might have to salute the person who is the abuser, it&rsquo;s &ndash; everyone would agree that, that is really not the right thing. We see some comments that show insensitivity &ndash; I don&rsquo;t want to name names, but there was one statement yesterday that we talked about in the Women&rsquo;s Caucus about someone who said: &ldquo;Well, a lot of these are date rape.&rdquo; As if that didn&rsquo;t matter, as if that didn&rsquo;t matter. So I think we have to raise the sensitivity issue.</p><p>As I told you, I met with chancellor, chaplains about this as well in a theater in Afghanistan. And, communicating the message, it&rsquo;s hard for women to come forward, to come forward. What does that mean to their career? Maybe somebody else, who is aware of such abuse, can come forward and be not so concerned about what it means to her. There are things that have to be done about communication, about addressing it, but first and foremost, about reducing it, hopefully eliminating it. And the idea that the spotlight is on it in such an important way now &ndash; I think it&rsquo;ll be very, very helpful in that regard.</p><p><strong>Q: Leader Pelosi, on guns, Senator Manchin said he would like to try again on the background check bill, maybe by the August recess, to gin up support there. There is a Justice Department survey that says that actually dating back to the mid-1990s &ndash; that actually the deaths with guns are down, and we have these efforts obviously that have been pushed the past couple months after Newtown and Aurora to try to do that. </strong><strong>Do you think that, that matters one way or the other that there is a push now for guns in spite of those gun deaths being down, or has Newtown and Aurora and these things made legislation a difference in this issue? </strong></p><p><u>Leader Pelosi</u>. Well, as one who served here then, it was very hard for us to pass a gun bill as part of the crime bill.</p><p><strong>Q: You are talking about the 1990s?</strong></p><p><u>Leader Pelosi</u>. In the middle 1990s, and that is the date they use, what, 1992? Since 1992 deaths have gone down in large measure because of the legislation that was passed, and then some states picked up on. But the problem is even though we have great laws in California, they do now in Maryland, New York, Connecticut &ndash; you can name many states &ndash; as long as those guns can cross state lines without having a background check attached to them, we still need that legislation, but we take great pride in the reduction in deaths that existed from when we passed the crime bill. Excuse me, well, it was the assault weapon ban, it was the high-capacity magazine, it was everything in the bill, including the Violence Against Women Act was in that bill as well. So it was a major achievement. It made a difference, and now, if we don't have a ban on assault weapons, and we don't have a ban on high capacity magazines, all the more reason for us to have a strong background check bill, all the more reason. And then we had all three. Now and more.</p><p>Now, we don't have the first two, and some of our Members would like to see that, but the political reality is what it is as you saw in the Senate &ndash; and I respect the bipartisanship that Senator Manchin and Senator Toomey brought to the legislation. I just met with many of the &ndash; they brought me, they had 1.2, I think 1.2 or 1.3 million signatures on petitions that they collected in ten days &ndash; in ten days &ndash; and their t-shirts said &ldquo;We Are Not Going to Back Down.&rdquo; And this is not going to go away until we have a background check.</p><p>We will just keep making the fight, and the timing on it will be when they can get the votes. I am so proud of Mike Thompson, as you know, he was here with me a few weeks ago as the chair of our Gun Violence Prevention Task Force. He is working with Peter King from New York in a bipartisan way. They have 160 cosponsors on the legislation. That is quite remarkable because in our Caucus there are people who want far more to be done. You know, they want to take, they want a bigger bill. They want to collect signatures on bigger bills so that 160 people &ndash; three of them, I think it is three Republicans, but nonetheless, three Republicans, and hopefully more. Some have said in both parties: &ldquo;I will vote for it; I don't want to be a cosponsor,&rdquo; but to get 160 on a bill that has all the outside mobilization coming down so strongly from the NRA and Gun Owners of America and the rest, it is pretty remarkable.</p><p><strong>Q: You think, though, the assault weapons ban which you mentioned was a part of that crime bill, that ran from 1994 to 2004?</strong></p><p><u>Leader Pelosi</u>. Yes.</p><p><strong>Q: So some of those statistics apply outside of that? </strong></p><p><u>Leader Pelosi</u>. Yeah, but some states followed suit, some states followed suit, so it didn't just end with what we did. Some states followed suit.</p><p><strong>Q: Leader Pelosi, you mentioned earlier some of the items that you said were ridiculous that the Republicans are putting on the floor. </strong></p><p><u>Leader Pelosi</u>. Yes.</p><p><strong>Q: Next week, it sounds like they are going to vote once again to repeal Obamacare. I wonder what you think about the wisdom of that and also the fact that apparently this is such a popular subject for the new class of Republicans that they have been clamoring for the leadership finally to do. </strong></p><p><u>Leader Pelosi</u>. Finally do it? This is, what, the 40th time they will do it, isn't it? 38, 39, 40, 41? Somebody told me 40.</p><p><strong>Q: I think it is 39. </strong></p><p><u>Leader Pelosi</u>. 39? High 30s. So, I don't know what the clamor is. I don't know what the clamor is. It seems like a week doesn't go by that some version of it isn't there. But we are very pleased that we are coming to a place now where we are going into implementation, that the insurance companies are putting forth their proposals. That will be &ndash; then people will know what their choices are. Some of this will be promulgated as we go along, and then starting October 1st, people will be able to sign up until March 31 &ndash; and it is pretty exciting. It is going to be something so remarkable in terms of prevention and wellness, it is going to be something so great in terms of technology, and not in that bill, but provided for in the American Reinvestment and Recovery Act where we have the medical, electronic medical records and all that, those initiatives coming together at the same time.</p><p>[Please note that next week&rsquo;s attempt by House Republicans to repeal Obamacare will be the 37th]</p><p>It is not going to just be about the health care, good health care in our country, it is going to be about good health in our country. So, we believe that when people begin to sign up I know the Republicans say: &ldquo;oh, we want to keep, can't discriminate on the basis of a preexisting condition,&rdquo; and we want to, well, it is a package. They want to spend the money on giving tax breaks to the wealthiest people, but they want to keep the provisions. That is not how it works. So, we are pretty excited about it, and because of, I mean, they spent hundreds of millions of dollars on opposing this bill and tattooing it to me, which I accept with great pride, and then using that on subsequent elections. But the fact is that when people sign up for this &ndash; and already now we see more positive approval ratings for the bill, I think it is, what, 51 to 43, something like that. I think it should be more, but nonetheless, the majority, and as people sign up for it and see what it means to them.</p><p>If you have a child who is born with a defect, a medical defect or a child who is just sick at an early age, forever that child would be discriminated against with a preexisting medical condition. Right now, even for many months already, that has been wiped away. In a few months that will be the case for every person in our country that they will not be discriminated against because of a preexisting medical condition. No longer will being a woman be a preexisting medical condition. If you have children, if you had a caesarian, whatever it happens to be, women have paid more for their policies already, and now that will go away.</p><p>Again, we know that it already is the law that if you are up to 26 years of age, children can stay on their parents' policy, and that is a big thing for a young person coming out of school, and seniors have free wellness exams as well as lower costs for their prescription drugs already. So as people see what it means to them, and there are maybe like more than 100 million people, if not themselves &ndash; but because of their family, affected by preexisting medical conditions who &ndash; just think, it is going to really be liberating: life, a healthier life, liberty to pursue your happiness, whether it is to be a writer, a photographer, to start your own business, to be self-employed, to change jobs, you will no longer be job locked. So it is a pretty remarkable thing, and we are pretty excited about it. And I don't know that this was something they insisted upon. I think it represents the bankruptcy of their agenda. They don't really have anything to talk about. &ldquo;Pay China first.&rdquo; &ldquo;Pay China first.&rdquo; Give the company interest free loans instead of paying you overtime. This is not an agenda. It affects the middle class, and this is all about the middle class.</p><p><strong>Q: The trial in Philadelphia of the doctor, Kermit Gosnell, is there any role at all that Congress should play in making sure that what happened in that clinic isn't happening elsewhere in this country? </strong></p><p><u>Leader Pelosi</u>. I think whatever went on there, and I don't know what you all reported on it, but it was really disgusting. It was really disgusting, and when we talk about reproductive health for women, that is not what we are talking about.</p><p><strong>Q: I just wanted to ask you, you were talking about the power of the presidency a little earlier. </strong></p><p><u>Leader Pelosi</u>. Yes.</p><p><strong>Q: Given that really the only major piece of legislation that has gone through Congress since the election was the fiscal cliff deal, we have seen guns kind of stall in the Senate, do you think that the President still has any political capital left from the last election that he can use to get some of these initiatives through? </strong></p><p><u>Leader Pelosi</u>. With all due respect for the priorities that you gave that legislation, for us the Violence Against Women Act was a very major piece of legislation that came through. And the reason it won is because of public sentiment. That bill had passed in the Senate in the last Congress in a bipartisan way. Now again in a bipartisan way, overwhelming majority, including all of the Republican women, voted for the bill in the United States Senate, and still the House wouldn't take it up. But by making the public aware of it, the President &ndash; as I have said to you before, Lincoln said: &ldquo;public sentiment is everything.&rdquo; This issue was made too hot for the Republicans to handle. They had to bring it to the floor. Mind you, over 500 days since, since the authorization ended, the previous authorization, over 500 days later, when all these good things could be springing from it to protect women from violence, and even at that 138 Republicans voted against it. I mean, it is stunning how they can vote against violence against women, but nonetheless.</p><p>So, no, I think that because they are using the power of the majority to block jobs, jobs, jobs initiatives that the President puts forth, and they want to be small about how they talk about a vision for growing our economy in a very positive way &ndash; that they are missing opportunities. As I say, it always is encouraging to me to see the power of the presidency. I respected it when President Bush was President. I have worked with him on that, and he respected the Speakership and the role of the Congress of the United States, House and Senate, as does this President. So, I am ever hopeful that public sentiment being everything, that we will be able to accomplish a great deal more.</p><p>But that doesn't mean we won't keep trying and fighting and calling to the attention of the public why things aren't moving in the way that they should. And one way to do that is go to that table with the budget where the priorities are there. One budget which invests in jobs and economic growth and innovation and the rest, which has fairness and balance in how we reduce the deficit, and another one that is really a blueprint for mediocrity or worse for our country. That would be the Republican budget.</p><p>So, you know, this is where we are. This is the arena. This is the challenge that we all face, and we have to meet the challenge, and that means we have to go out there in the campaigns, talk about issues, the politics of personal disruption is one of their main tools. But the fact is at some point you come here to legislate, you come here to get the job done. What do you stand for? How do you wish to cooperate? And, again, what are the opportunities missed for our great middle class, which is the backbone of our democracy? We take an oath to protect and defend that Constitution and everything in it &ndash; and that is about our democracy.</p><p>So next time, we will talk about the role of money in campaigns and how that is an obstacle to honoring the vows of our founders: life, liberty, pursuit of happiness &ndash; a government of the many, not the government of the money.</p><p>But right now I have to go back to work. I know you are at work. This is my pleasure. Thank you. Happy Mother's Day.</p><p><strong>Q: What are your kids doing? </strong></p><p><u>Leader Pelosi</u>. This is the first Mother's Day in &ndash; I don't know how many years &ndash; that I will be with my family because I have always been on the trip. But I will be with my grandchildren, the ones that are in New York. I just visited my Texas ones last week, so we had an early Mother's Day there, and San Francisco on Saturday, we had an early Mother's Day there, and now I have my New York grandchildren, Alexandra's children in New York.</p><p><strong>Q: Are they good about calling and sending chocolate and all of those things that you admonished all of us to do when you are not there? </strong></p><p><u>Leader Pelosi</u>. I was sort of moving the program along by coming out during the end of the introduction because &ndash; you have &ndash; this is really a very special day for us when you all come together for this meeting.</p><p>&ldquo;Our distinguished Democratic Whip, Mr. Hoyer, is here &ndash; you heard from Mr. Crowley, Mr. Becerra. All of the Members of the House Democratic Leadership have come to pay our respects to all of you.</p><p>&ldquo;In the interest of time, and not bearing repetition &ndash; even though some of it does bear repetition &ndash; I want to associate myself with the remarks of my colleagues who spoke before, on the path forward on immigration. May I just say that, of the principles of our Caucus, that we have all stuck together on and are fighting for, family unification is very important to this Caucus, to our country.</p><p>&ldquo;Let me just say that I associate myself with the remarks of Joe Crowley; however, I contend that I, in San Francisco, have the most diverse district in the country. And that &ndash; from the standpoint of the Asian American Pacific Islander Community, we certainly rank up there very high. We consider that a source of strength. And I&rsquo;ll just make this one point, because we have shared values, we&rsquo;ve come together time and time again &ndash; smaller groups, this big group coming together &ndash; I just want to make this one point: in this last Congress, we elected five more Members of the Caucus &ndash; to the CAPAC Caucus &ndash; to the House of Representatives. You know who they are: Grace Meng, Ami Bera, Tammy Duckworth, Mark Takano, and Tulsi Gabbard. Let&rsquo;s hear it for them for coming.</p><p>&ldquo;That&rsquo;s a beautiful thing. And they now have made us, the House Democratic Caucus, fifty-four percent of our Caucus is women, minorities, or LBGT community members. That&rsquo;s a wonderful thing.</p><p>&ldquo;We want more. We want more. And we say to our white male colleagues: &lsquo;Good for you, not that we&rsquo;re better, it&rsquo;s just that the beauty is in the mix&rsquo; &ndash; and we want to have a diversity of opinions and when we see Americans look at Congress, we want them to see someone who shares their experience, their values, their background, aspirations of their communities. And we are very, very proud of that. And I thank all of you for your participation in this celebration. It is just that, when we talk about a path to legalization, to a path to comprehensive immigration reform, we&rsquo;re talking about something very patriotic, very all American. As I contend and have always said, our founders were about commitment to making the future better for the next generation. And every immigrant who comes to our country with the hope, the determination, the optimism that our founders had setting up this country for the future, all of them come to America, every immigrant who comes with that determination, hope and optimism makes America more American.</p><p>&ldquo;So thank you for what you have done in that regard. Thank you for what you&rsquo;ve done to grow our economy through small businesses and every other size. Thank you for what you have done, leading the way academically, and in so many ways. Thank you to all of you. And I believe &ndash; when we leave here and go to the speech after that &ndash; I&rsquo;ll be meeting with Steny, and Mr. Crowley, and Mr. Becerra, and others about the immigration bill. We feel very, very hopeful that we will be able to move forward on this before the session of this Congress is out. That we will indeed have passed comprehensive immigration reform.
